BRIEF HISTORY

The Department of Mental Health and Developmental Disabilities (DMHDD now DHS) funds community agencies to carry out federal and state requirements related to the assessment of individuals with developmental disabilities or mental illness residing in skilled nursing facilities. The Federal Omnibus Budget Reconciliation Act of 1987 (OBRA-87) requires a preadmission screening process be observed to prohibit inappropriate placement of Medicaid eligible persons with mental illness or developmental disabilities in nursing facilities.

In Kane and Kendall Counties and Hanover Township of Cook County, DayOneNetwork is the designated point of entry responsible for carrying out the ongoing mandate of prescreening for persons with developmental disabilities or with a dual diagnosis of mental illness and developmental disabilities. The goal of the preadmission process is to deflect from nursing facilities persons who are inappropriate for that service and to determine service arrangements in accordance with an individual’s needs.
